Pay-Per-Use launched on 6 February 2026. Basic and Pro subscribers were moved onto it in June and September; Enterprise stays custom.

The rules

The rules
that come with it.

X’s Developer Agreement and Policy apply to every plan. These are the clauses buyers ask about.

  • Self-serve is for small apps

    X designs self-serve for hobbyists, prototypes and early-stage integrations. Past that scope, it requires an Enterprise plan.

  • No resale or syndication

    You may not sell, sublicense, redistribute or syndicate X content, or offer the API as a managed service.

  • No training AI models

    Using the API or its content to fine-tune or train a foundation or frontier model is not allowed.

  • Share IDs, not posts

    When passing data on, you may share only Post, DM and User IDs, and at most 1,500,000 Post IDs to any one entity.

  • Delete within 24 hours

    You must delete content within 24 hours of a written request, and delete everything when the agreement ends.

How much does the X API cost in 2026?

Is there a free X API tier?

Not for new developers. Legacy Free ended on 6 February 2026. Free access remains only for Public Utility apps, which X reviews case by case.
